A letter to C-in-C on the state of affairs in LIC

NOINO has written a letter to the Current-in-Charge of our Corporation today i.e. 20th September 2011 drawing his attention on several pending issues of the employees. The letter is reproduced below:

Dear Sir,
Re: Current state of affairs in our Corporation

            We feel constrained to write this letter to you. The letter may be long, but we request you to go personally through it. The subject matter of this letter is obvious from the above title.
            We all love this great institution of ours & this love & loyalty has compelled us to write this letter. For the last one year or so, there has been a feeling among the employees that the Corporation is not on the right track & the decision-making & implementation process has been painfully slow. Some of the decisions have proved to be horribly wrong & the employees have to bear the brunt of it for no fault of theirs. We also feel that the management could be more transparent. Consider the following:-

  1. There has been no Information Sharing Meeting with the unions since 19th July 2010. Even that meeting was related to the conclusion of wage-revision.
  2. The decision to transfer the Housing loan portfolio to HFL has proved to be a disaster. Every time we have a discussion with the management on this issue, some new date/month is dished out saying things would fall in place by that date/month. But the fact of the matter is that even after more than one year, major problems remain to be solved. E.g. employees still have not received the re-imbursement of the subsidy & they have to pay the renewed instalment through their noses. The employees are at a loss to know whom & where to approach. The only solution is to bring back this portfolio to LIC but for some strange reasons we are dragging our feet.
  3. The EFEAP implementation has placed the employees in a tight corner. Even in places where the EFEAP was implemented long ago, things have not stabilised. We are not even paying a farthing to the employees who have to implement this at un-earthly hours. The policyholders & agents are not happy in these branches & consequently our image is taking a beating.
  4. The issue of one more pension option has also not been solved. We even don’t know what the progress in this matter is.
  5. No information is forthcoming as to PLLI. The Board meeting scheduled on 16th of September has been postponed. Consequently, rumour-mongers are having a field day. The air needs to be cleared forthwith in this matter. The ‘Statement of intent’ should be made public. The employees are eagerly waiting for the PLLI.
  6. The AAO notification is pending for several days. This is normally issued in the month of June. It is September now & there are no signs of the same being issued. Employees are eagerly waiting for the same to be expedited.
  7. It is a known fact that the recruitment of Class IV is in jeopardy. Though court cases are said to be the impediment, if the management had taken the unions into confidence long back on this issue that could have helped solving this matter much earlier. Even the court cases (some of those) are a result of the faulty interpretation & implementation of the court orders.
  8. There is a desperate need for a massive Class III recruitment to ease the workload. However, for years together, recruitment was not done & when it was done the numbers were very few, depending upon some mysterious staff strength formula which baffles the employees.
  9. We are eager to outsource many of our portfolios. But the experience till now has proved that these decisions have not proved to be prudent. We (sort of) outsourced the Housing loan portfolio & failed miserably. We outsourced the recruitment process & many irregularities surfaced. Even during this years’ Direct recruit AAO’s recruitment, everyone knows what happened. The results are yet to see the light of the day (yet another example of our slow movement).
  10. Even after glaring mistakes & anomalies are pointed out, the same are not rectified in spite of logical arguments. One classic example is that of the employees promoted under 1B & fitted to minimum of basic of AAO’s. The effect of computer increment has got nullified & employees junior to them are drawing one more increment. But in spite of our pointing out this crystal-clear anomaly as also the fact that SBI has rectified this mistake long back in 1996 in an exactly similar situation, the issue is hanging for last 15 years or so. What is the reason for this unprecedented delay?
  11. There is no transfer-promotion-posting policy for the Class I officers worth its salt. Genuine cases are being overlooked.
  12.   We had demanded last year that the meal coupons should be linked to DA rise & revised periodically. Though the management had not agreed in to-to at that time, there were enough positive indications in this respect. Now we are being told that no proposal of such sort is being considered.
  13.  The Corporation is not doing well this year. However, the whole Insurance Industry & the Indian economy is also not doing well. A section of the management is breathing down the necks of the branch officials as if they are responsible for the entire Corporation not doing well.  The overall strategy is not devised by these branch officials. The ‘carrot & stick’ method of motivating has become old hat. But now-a-days the carrot is missing & only the stick is visible.
       The above letter should not be construed as criticism. If at all, it can be termed as a positive one. This is more an attempt of self-evaluation & self-introspection. It is common experience now-a-days to hear evasive answers from the management which betrays a lack of transparency. Though a lot of lip-service is paid to unions’ contribution to the Corporation’s progress, the actual responses of a section of management speak otherwise.
       Time has come to think dis-passionately & work passionately. The employees are already working passionately & with zeal. The management should now think dis-passionately about the shortcomings & consult the unions about solving them. Healthy dissent should be encouraged instead of stifling it. Participative management is the need of the hour.

But if the management is not paying any attention to any issue and only giving further dates, is it the time to rope in the govt. machinery/political support especially for the nonperformance of our management?

    With reference to letter written by NOINO to C IN C dt 20-9-2011 :-

    1) long pending and long discussed issues of Housing loan, one more pension, AAO notification,
    E FEAP (problem continues), recruitment of CLASS III AND IV, Anomalies in increment - should
    now be arrived at with a final or " logical " solution and efforts taken by NOINO / NOIW for the same are worth appreciation.

    2) Information sharing should also be undertaken immediately, as rightly pointed out, as some of the
    multiple issues as mentioned out in 1) above have already become 'big screen".

    3) Regarding meal coupons " tol bhairav " ( rumor mongers ) have already informed that the "extra" 10
    minutes time from 10.30 to 10.40 ( morning ) allowed at present will be disallowed if meal coupons are
    linked with DA !!!

    We are now awaiting the next immediate feedback and "result" from the management with
    reference to the above letter written by NOINO.

    regarding point no 10 about the employees promoted under 1B, similar to SBI, IDBI had also settled this issue long back by giving 1 increment to such officers. (Though I am not having the details)

    Nicely written letter, expressing the genuine concerns any true LICian should be having today.

    Few points to bring to your notice :-
    1) Gratuity anamoly w.r.t Officers – a very long pending issue.
    2) LIC should bear the perquisite tax of employees who have availed Housing loan.
    There should be no reason why these employees are excluded , if perquisite for
    employees staying in Staff quarters is borne by LIC (that to with retrospective effect).
    3) LIC is bearing ¾ th of the mediclaim premium for Retired employees (irrespective Of whether he is Class I or Class III).I really appreciate it. But fail to understand why LIC is bearing ONLY 2/3rd for existing class I employees (Officers) .
    May be you are already having these in your list.

    Dear Shri.Ganesh,
    It is high time that you have brought this to the notice of C-in-C. I have been reading your circulars and also of NOIW regarding these issues and P&IR Dept CO has been evasive about the said issues. EFEAP has played havoc in B’lore Dn especially. PHs have been subjected to a lot of hardships as cash counters are not functioning properly due to its implementation. Same is the case with all the issues you have referred to in your letter. I suggest you to seek immediate appointment of C-in-C to discuss in person. Now follow-up at the highest level only is the recourse left. If possible, try to meet C-in-C along with Shri.Javadekarji.

    Points raised in the letter are very much in order and it is nice that they are followed up well. Issues like delay in A.A.O.'s notification, PLLI, one more pension option are very important issues and need to be addressed at the earliest.

    Respected Sri Kamathji,

    Please accept my hearty congratulations for taking these important issues in a very systematic manner. Every time I was thinking that these issues are so important and nobody is there in the top management to take care of these issues. We vigorously follow up with CO Personnel deptt but the response was not so encouraging. Hats off to you for taking these issues and that too in a wonderful manner.

    In fact all the issues which you have taken are equally important but in the present scenario we must give more emphasis to 2 important issues namely, 1) Housing Loan case and 2) Harassment of Marketing officials because of the negative trend in the financial market.

    I don't know how much you are aware about the behavior of Top Management with the Branch Marketing officials, but the Branch Marketing are harassed by Top management and are literally living in fear, they are abused like anything. The MD/ZM/RM(Mktg)/SDM's/MM's are harassing the Branch Marketing officials. You are aware that there is not only a negative trend in LIC but the entire Insurance Industry is in red as far as New Business is concerned and despite tremendous efforts by our Branch Marketing officials they are not getting good results. In our organisation the persons who are responsible for the business are Development officers but Management is holding responsible only the Branch Marketing Officials for the present business situation.

    We will have to take up this matter seriously with the chairman and will have to convince him that this is a temporary phase and in this temporary phase we should not lose our patience, otherwise in future many branch marketing officials will suffer from various health problems and some may succumb to these pressures and even lose their lives. At present this issue should be taken at the top at this critical juncture.

    Firstly we congratulate you on covering all the issues. Secondly we would like to bring to the notice that in city branches class III staff is quite sufficient, however, the officers’ functions are more and they cannot be managed, for which all the responsibilities of class I in branches increase wherein the number of class I officers is less. There is support from class III employees, no doubt, but there are limitations to their work, as such, all pending matters have to be attended by the officers. Like at Divisional office level there are different Managers for PS, ULIP and CRM, however, at branch level there is only one officer who has to handle everything including HELP DESK.

  30. First and foremost I thank you for taking up almost all the issues concerning the employees of the Corporation to the Management. The best part is that you have even taken up the issues of class 3 and class 4 which proves you are concerned for all irrespective of the class.
    All the issues that you have mentioned in your letter are left unattended by the management for long and no firm decision is forthcoming as promised at regular intervals. There is a need to raise these issues and bring it to the notice of the management once in a while and you have been doing it regularly. Rather , I appreciate the fact that you have written this letter to the management as individual organisation and not jointly with other unions which really needs a lot of guts.
    The issues like Housing loan, E-feap, transfer and promotion policy, PLLI are those affecting almost all the employees and though everyone wants it to be resolved immediately they do not know how to proceed about it. It is then that they look upon an organization like yours which takes up their cause and fights for it. Remember, many of them may not respond when there is a positive result but they always know who is behind the show.(Everyone knows with whose efforts there was a joint front at the time of wage revision and without which we would not have got a better scale).
    I know you will leave no stone unturned to get through some of the issues you have mentioned in your letter.
    I know your attempt to have a joint front in this matter has failed but then it only means that the other unions do not have the bird’s eye view as you have. They may however realize their mistake once the demonstration that you are planning goes through.
