Consumer Price Index

CPI for April 2011 is 186 and May 2011 is 187. If the CPI for June 2011 remains same then there will be increase in DA by 4 slabs w.e.f. August 2011.

Dharna on 1st August at Delhi

NOINO, NOIW, NOIP & BLIAS - the 4 affiliated organizations of BMS in LIC - have decided to hold Dharna at Delhi on 1st Aug 2011 against proposed hike in FDI in Insurance Sector and also the proposed LIC Amendment Bill which are likely to figure in monsoon session of Parliament commencing 1st August itself.

Activists of all the 4 organizations are requested to ensure maximum participation in the Dharna. As such, they are requsted to book their tickets immediately. The timing of the Dharna will be from 10 a.m. to 5 p.m., as such, the activists must reach Delhi by 8 a.m. on 1st August. They may get their return-journey tickets booked for the evening (after 5) of 1st itself.

Any further details will be communicated through mails. All are requested to be in constant touch with their respective Zonal / Divisional Secretaries.

Annual GB Meeting of Pune DO - I & II

Joint AGM of Pune DO-1 & Pune DO-2 Divisional Units was held on Sunday, 26th June 2011. Our All India GS Shri Ganesh Kamath, Zonal President Shri Vilas Purkar, and Zonal Secretary Shri Vishwas Shastri were present on the occasion. More than 90 members were present including good number of Lady Members.

The meeting started with rendering of Shramik Geet by Shri Ajit Paranjape (NOIW). The lighting of Lamp was done by all the dignitaries. Shri D P Joshi, President Pune DO-2 welcomed the gathering. He expressed his happiness over the response of Officers in attending the AGM. He thanked the founder members for starting NOINO unit in Pune way back in 2003.

Then Sri Vilas Purkar, Zonal President conducted the meeting. While welcoming the gathering he expressed his happiness over the efforts in making the Pune unit a very strong one. He called upon all activists to undertake tour of other Divisions also to strengthen the NOINO Units there. Sri Vishwas Shastri then spoke and explained in detail the last minute efforts of NOINO in getting a good charter to the Officer community. He informed the house about the new units formed in the Zone. He informed the house that a Zonal Workshop has been arranged at Satara on 15th and 16th August and appealed the members to take advantage of the same and make it a grand success by participating in it. He then dwelt at length the issues successfully taken up by the Zonal Unit with Zonal Management.

The SDM of Pune DO-2 visited the venue and addressed the gathering. He touched upon various aspects of office work and genuine problems faced by Officers.

The house passed 3 resolutions on the local problems.

Then Shri Ganesh Kamath, GS, NOINO spoke. He traced the history of NOINO and reviewed the progress made by NOINO in the last 9 years. He stressed the need of active participation by all members in all the activities of NOINO. He insisted upon the need to further strengthen the relations with NOIW. He assured the house that NOINO will strive for better working conditions for Officers.

NOIP CENTRAL COMMITTEE MEETING HELD

The Central Committee Meeting of NOIP was held on 26-06-2011 at BMS Office, Pune. Shri S L Burman, President, NOIP presided over the meeting. Shri C Y Kalele, GS, NOIP and Shri A J Joshi, Working President, NOIP were also on the Dias. Shri S D Kulkarni, President, Maharashtra State BMS graced the meeting and guided it. Apart from the above dignitaries 14 CC Members attended the meeting.

Shri C Y Kalele, Shri A J Joshi and Shri V W Bapat reported in detail the meeting NOIP had with Central Office officials and the court-case of Pensioners. The Management has filed a Special Leave Petition in Supreme Court on 21-04-2011. It was unanimously decided that since no fresh points are there for argument before SC, there is no need for NOIP to join as a party to the case at this juncture. It was reported that when Shri Baijnathji Rai, GS, BMS visited Central Office of LIC and met Chairman, he raised the issues of Pensioners. He again wrote letters in May to LIC Chairman and Finance Ministry on the issues of Pensioners and urged them to settle them amicably and early. The house noted with satisfaction the progress made by NOIP on the Organisational front. Each and every participant reported the activities conducted by them and assured to increase the membership and collect donations. Shri Burman narrated the efforts made by him and how he was able to increase the membership in the North. The house decided to participate in large numbers in the Dharna in front of Parliament on 1st August 2011 and in the BMS rally on 23-11-2011. Next CC meeting will be held at New Delhi on 22-11-2011.

Shri S D Kulkarni in his speech called upon youngsters between age 58 and 65 to be more active in the Organisation and work to strengthen the hands of NOIP. He said that BMS has already Unions amongst Class I Officers, Class III & IV employees, the Pensioners and the Agents in LIC. He expressed confidence that it is BMS and BMS affiliated Unions in LIC which will have a say in the matters concerning Officers, Employees and Agents. He called upon the members present to enroll retired Development Officers as life members of NOIP. Shri S D Kulkarni also announced the induction of Shri C T Joshi from Belgaum as Vice President of NOIP and Shri R B Kulkarni from Bijapur as CC member.

The meeting came to an end with vote of thanks by Shri Burmanji.

Report on Nagpur Divl Unit Dharna

The National Organization of Insurance officers, Nagpur Division staged DHARNA and massive DEMONSTRATION on 25.06.2011 against arbitrary decisions taken by the Divisional Management in postings and transfers of officers during current round of promotion. The Dharna and demonstration which started at 1:30 PM concluded at 5:00 PM. Over 53 officers participated in this Dharna.

At the outset Shri Milind Wagh, Divisional Secretary, NOINO, Nagpur DO, narrated the events and decisions taken by local management during last three months. Thereafter, Shri Anil Bhagdikar, President, NOINO Nagpur Divl Unit cited many cases of transfers and postings which were taken under the pretext of discretion, were discriminatory to our member officers. He also said that during the course of series of meeting; NOINO leadership tried to convince the management on these issues. "We pleaded for course correction and requested them to accommodate our very few member officers. But, management did not budge and we were forced to take the decision to hold Dharna and protest demonstrations against the unilateral and arbitrary decisions of management", he said. Shri S. G. Khapre, Vice President, NOINO also spoke on this occasion.

NOINO’s former All India Working President and presently Advisory Committee member Shri Sudhakar Rao Ingole also guided the gathering. He congratulated the members and cited many cases where NOINO forced management to take note of its view point and amend decisions accordingly. He warned management of more protest actions in future. He warned management to take immediate remedial action. He also assured all support in NOINO’s future struggles.

Finally Shri Milind Wagh proposed vote of thanks. All NOINO activists strived hard for the success of this protest Dharna.

The demonstration, which started at 1.30 p.m., is going on & will continue upto 5 p.m. More than 40 officers are participating in the protest-dharna.

Annual GB meeting of Howrah Divl Unit held

The First Annual General Body meeting of Howrah Divisional Unit of NOINO was held on 18-06-2011 in Conference Hall of Howrah Divisional Office. The AGM was attended by Shri J Toppo, Zonal President; Shri P K Dey, Zonal Secretary; Shri B B Mondal, Zonal Treasurer; and Shri Avijit Chakraborty, Zonal EC member. Divisional Secretary Shri Bikash Jana welcomed the gathering and dealt at length the activities done by Divisional Unit of NOINO in the last one year. He elaborated the efforts done by NOINO in getting a satisfactory Wage Revision for Officer community. He emphasised the need to increase the membership of NOINO so that officers’ interest is protected. He also stressed the need to have proper co-ordination amongst all the members so that any communication received from All India and Zonal Units reach the members on time. The discussion on GS's report was lively and all members who were present there participated enthusiastically. They also raised many issues pertaining to Officers.

Shri PK Dey, Zonal Secretary, speaking on the occasion, narrated the history of NOINO and the role played by it in protecting the dignity of Class-I Officers and the positive role played by it in getting a handsome increase in Salary in this Charter. He called upon all the members to spread this message amongst all Officers with a view to increase the membership and strengthen the financial position of the Divisional Unit.

Shri Dipak Mukherjee, President, Howrah Divisional Unit proposed vote of thanks. He thanked all members for their active participation and also thanked the Divisional Authority for their co-operation throughout the year.

Later a delegation of Howrah Divisional Unit met SDM Shri Sukdeb Santra and discussed many issues pertaining to officers. The meeting was very cordial.

GB meeting of NOINO Silchar Unit held


The 1st Annual General Body Meeting of Silchar Divisional Unit of NOINO was held on 12-06-2011 at DNNK Higher Secondary School, Silchar.
The General Secretary of Silchar Divisional Unit Sri Shibabrata Saha presented the Report to the General Body. While welcoming the gathering he said in his report that the Unit which was started on 12-02-2010 and that within a span of 10 months the membership grew THREE times. He in his report said that the Silchar Unit of NOINO participated in all the Agitation Programmes chalked out by our All India Body. He thanked all members for their enthusiastic participation in the same. He gave details of the Promotions of NOINO Silchar Unit and the transfers of its members through the constant efforts of the Unit. He thanked Silchar Divisional Unit of IWO for their active co-operation and guidance through out the year. He explained at length the present scenario in LIC of India and the Central Government’s agenda in increasing the FDI in insurance industry. He deplored the efforts of Central Government in bringing in LIC (amendment) Act, 2009 in Parliament and the possibility of its reintroduction in the coming session of Parliament. He exhorted all activists to strengthen the hands of NOINO by bringing in more number of members in its fold so that it can fight effectively the ill efforts of Central Government.

NOINO NZ meets RM(P&IR) NZ


The newly elected Zonal Committee of NOINO, North Zone met Zonal Management, North Zone on 13th June 2011 i.e. Monday.

NOINO, NZ committee was represented by Sarvashri S K Saini, Zonal President; H K Dhiman, Zonal Vice President; Rajiv Kr Sharma, Zonal Secretary; R C Meena, Jt. Secretary; Sanjeev Madan, Treasurer; and Yashpal Singh, Organizing Secretary. The NZ management was represented by Smt. Kiran Sahdev, RM(P&IR); Smt. Inderjit Shahid, Secretary(P&IR); and Shri V B Chhabra, Asstt Secretary(P&IR).

After exchange of pleasantries, some of the crucial issues pertaining to Shrinagar and Chandigarh Divisional Units were raised by NOINO, NZ to which RM(P&IR) assured of prompt response by the concerned Competent Authorities.

Concern was also conveyed on a large no. of candidates not getting promoted under various cadres and amongst those promoted quite high percentage of officers not joining their new assignments due to large scale stir.

Some other issues such as space for Zonal Headquarters of NOINO in Delhi and common issues of officers were also raised. The periodic ‘Information Sharing Sessions’ with NOINO Zonal Committee were also stressed upon.

The meeting concluded on the note of better understanding and co-operation with management for welfare of the officer-fraternity in Northern Zone.

NOINO NZ committee reconstituted


An extended EC meeting of NOINO North Zone was called today at 11.30 a.m. at Jeevan Pragati, Laxmi Nagar, Delhi. New Zonal Committee was formed in this meeting.

The meeting was attended by Dr S.B.Sharan, All India Working President, NOINO; Shri J.S.Rawat, Zonal Working President, NOIW; and Shri Jagdish Chandra, North Zone I/c, NOIP besides NOINO North Zonal office-bearers and NOINO delegates from almost all the Divisions under the Zone.

In the capacity of ex-Zonal Secretary, Dr S.B.Sharan presented the Zonal Secretary’s report for his tenure of 4 years i.e. from June 2007 to May 2011 which is being appended.

Shri Jagdish Chandra and Shri J.S.Rawat also addressed the delegates. They talked mainly about basic principles and objectives of BMS.

The meeting was presided-over by Shri S.K.Saini who initiated, run and concluded the proceedings of the meeting. The Divisional Secretaries / Presidents of different Divisions presented reports of their respective Divisions. They also  raised few issues, replies to which were given by All India Working President Dr S.B.Sharan.

Zonal Secretary’s Report for the period from June 2007 to May 2011

Formation of Units:

1.     25.06.2007: NOINO, North Zonal Committee formed,
2.     01.03.2008: Jaipur Divisional Unit formed,
3.     26.03.2008: NZ Audit Centre Unit formed,
4.     22.05.2010: Delhi DO-2 Unit formed,
5.     29.07.2010: Delhi DO-1 Unit formed,
6.     07.11.2010: Chandigarh Divl Unit formed,
7.     13.02.2011: 2 Divisional Units formed – Shrinagar & Amritsar
8.     03.03.2011: Karnal Divisional Unit formed, and

Activities undertaken:

1.     Participated in all activities and calls given by the Central Committee e.g. (a) Survey on Back-up issue, (b) Feedbacks on Transfer policy, (c) Survey on the problems of touring officials, (d) Strike calls given from time to time, and (e) Gate demonstrations during pay-revision and on other occasions.
2.     Successfully arranged All India Extended EC meeting of NOINO in November 2008 at Jaipur in which Shri Prakash Javadekar accepted the responsibility of President of NOINO.
3.     Very successfully managed the Central Dharna on 06.03.2010 at Jeevan Bharati, New Delhi.
4.     Played vital roles in dealing with Finance Ministry during pay-revision.
5.     Since formation of Zonal Committee, regularly met Zonal management on at least 2 occasions every year – in February/March, prior to CO’s promotion round and in July/August, prior to AAO promotion round. In later years, we met the Zonal Management even in between.

Achievements during the period:

1.     We were able to get continuity of inter-division transfers on completion of 2 years/promotion rounds.
2.     3 AAOs’ were got exited from Audit Centre before their due durations.
3.     For the first time (last year), out of entire country, we raised the issue of retention of officers, who forwent promotions earlier, at the same places or post them at their convenient places. The Zonal management acceded to our demand. The practice was observed this year also.
4.     Inter-zonal AAO transfers were got materialized on completion of 1 year only which was earlier 3 years.
5.     There were cases of transfer which were got considered on humanitarian grounds before completion of 2 years.
6.     2 issues were raised at CO level on the advice of NOINO, NZ which CO management agreed – (a) raise in spl conveyance allowance to physically handicapped, and (b) solution on housing-loan problems in March 2011.

BMS calls Financial Sectors’ meeting

A meeting of Coordination Committee of Financial Sectors, affiliated to BMS, has been called at Kolhapur (Maharashtra) on 27th and 28th June 2011. Shri Uday Patwardhan, All India Vice President and I/c Insurance & Banking, BMS will convene the meeting. Shri Baijnath Rai, All India General Secretary, BMS will inaugurate it.

The meeting is likely to discuss following issues of the affiliated Organizations:

 1.Claimed membership for 2008-09 & 2009-10,
 2.Pending problems on nation-level before the management,
 3.Litigations pending and/or judgments obtained,
 4.Unit conferences conducted during 2009-10,
 5.Organizational tours, agitations and other programmes planned for 2011,
 6.Vision 2014,
 7.BMS rally at Parliament, New Delhi on 23rd Nov.2011,
 8.Inter-relation discussion on texture of relationship and expectations between Federations, &
 9.Any other issue with prior permission.

One more pension option – Notice to ZS’s

All Zonal Secretaries:

As you are knowing, we are demanding one more pension option since a pretty long time. The management does not look very serious on this issue.

We have, therefore, decided in our EC meeting at Pune on 22nd April 2011 to intensify our demand. The full course of action will be communicated to you in due course. But, for the present, we request you to please gather data of non-pensioners (Name, S.R.No., Designation, Present place of posting etc.) from the OS / F&A deptt of your Zonal Office and keep it ready with you so that as soon as the programme is declared, we can proceed immediately. The data is to be obtained for all classes of employees - from Class-I to Class-IV.

If any of the Zonal office-bearers face any problems in obtaining data from the Zonal Office, the Divisional Secretaries may please be advised to obtain the data from the O.S. deptt of the Division.

The said data is to be kept ready by 15th June 2011, by which time, we shall declare our course of action.

A confirmation be sent to me after the data is ready with you. By any means, the data must be ready with you by 15th June 2011 which please note.
